Context / Background

  • Watersheds are very important to communities (today & future)
  • Sustainable water availability is one of the major concerns in Calamianes

 

WCVA (2020) at 4 major watersheds reveals:

  • threats to watersheds — deforestation, timber and wildlife poaching, unsustainable livelihood practices, quarrying, grazing, pollution, illegal settlement, forest fire, soil erosions, landslides, floods, drought and other climate impacts
  • Weakening capacity of these watersheds attributed mostly to anthropogenic reasons (man made factors)
  • Climate change impacts aggravate conditions
  • Limited management mechanisms

 

The WCVA (2020) study recommends

  • Establish / delineate watershed
  • Establish Watershed Management Committee (WMC)
  • Implement environmental management and protection strategies
  • Apply 3R technologies
  • Support / promote sustainable livelihood practices
  • Enhance DRR/CCA & mitigation measures
  • Establish PES mechanism
  • Strengthen collaboration and networking towards watershed management

Generally, putting in-place management system and mechanisms for effective watershed management .

This project takes off from the IC-Resilience study (2020) and from the actual experiences & learnings in IC-Resilience II-Phase 1 (Pula watershed, San Miguel, Linapacan)

Project Goal and Objectives

GOAL:

Strengthen watershed / forest management and governance towards resilient communities.

Strategies and Major Activities

Objective 1

  • Organize & capacitate brgy-level Watershed Management Committee
  • Establish and delineate the watershed
  • Update and finalize the Watershed Management Plans
  • Establish Payment for Ecosystem Services (PES) scheme
  • Establish municipal-level Watershed Management Council

Objective 2

  • Organize, capacitate & deputize bantay gubat
  • Validate potential forest and mangrove planting sites
  • Organize and train 3R (water recharge, retention & reuse) facilitators and apply 3R technologies in watershed

Objective 3

  • Conduct baseline profiling of target communities
  • Promote organic farming technologies to farming groups
  • Organize & capacitate women-managed savings groups (VSLA)

Objective 4

  • Enhance partnership with LGUs, agencies & CSOs
  • Conduct Environmental Summit to share good practices
  • Develop knowledge product
